WeLive

WeLive is an Open Government project funded by the European Union as part of the Horizon 2020 program. The project started in February 2015 and ended in February 2018 and focused on creating a new concept of Public Administration based on urban mobile services co-created by the citizens

What is WeLive

WeLive provides new "We-Government" tools that are easily replicable in different public administrations to promote the co-innovation and co-creation of personalized public services thanks to the public-private collaboration and the support to those who are interested in actively participating in improving the community.

Objectives

To transform the current approach to e-government in an open and collaborative e-government solution: (We+t+l+m)-government

  • We (Us): treat each actor involved as equal and as "prosumer"
  • t - provide Technological tools to create public value
  • l - do more with Less involving other actors
  • m - use Mobile technology to access public services

Offer

This solution offers:

  • An idea management platform - to turn needs into ideas
  • A process to select the best ideas - which leads to the definition of the necessary building blocks for their transformation into services
  • A process to develop the building blocks - separated into Open Data and Open Services
  • A marketplace to share what has been done making it accessible to everyone
  • A visual system to compose applications using the available building blocks
  • Applications that use user data, enhanced through the marketplace

Results

The project has brought to the creation of four new services based on the ideas expressed by citizens.

During the first phase of the project 3 ideas of new services emerged from a survey (about 500 responses). These ideas were refined through a focus group and then implemented in the form of applications for Android smartphones:

  • Bike sharing app - to know the position and real time availability of the bike sharing bicycles 
  • Street cleaning app- to know the streets affected by street cleaning and to receive notifications related to the favorite streets 
  • Transport timetable app - to find out the timetables of city buses

In the second phase of the project, an idea contest was launched to refine the previously developed services and propose new ones. All the proposed ideas were selected as winning ideas, with the following results:

  • Street cleaning app - new version
  • Transport timetable app - new version
  • TrentOrienta app - new app to know the events in the city

At the end of the project, and upon request from the citizens, all these apps have been included as modules in the new official app of the Municipality, "My Trento".
