Now truncated, the massive Medieval tower (20m high) was built on a strict rectangular base and was supposed to represent the heart of the fortified system of Borgonuovo neighborhood.

It houses a hall decorated with frescoes representing draped, phytomorphic and chequered motifs in the late Gothic style. This imposing building was the residence of Archdeacon Martino Neideck and takes its name from Angelo Massarelli from San Severino, general secretary of the Council, who lived here during the council.
